I was receiving this error when trying to create the cluster, and the IP address range specified was that being used on my iSCSI connections. On the servers I had configured 2 network adapters dedicated for storage using MPIO and both therefore using the same IP range. It seems that Virtual Machine Manager does like the fact that there are 2 adapters in the same range – simply disabling one adapter then completing the Cluster creation allowed it to complete successfully.
